Wanlou, also known as Wenchang Pavilion or Wenqi Tower, was built in 1615. It has a history of nearly 400 years. Over the past 400 years, it has undergone five renovations. Wanlou witnessed the ups and downs of Xiangtan's history in the past four centuries.

Xiangtan was first established in the early 6th century.
The name Xiangtan comes from its geographical features.
It is said that this place is named Xiangtan because of the song of the Xiangjiang River, and the other is more widely accepted, that is, it is named after the Xiangzhou Lake in the Xiangjiang River at the foot of Zhaoshan Mountain, that is, Zhaotan.
It is a deeper section of the Xiangjiang River, but it is quite famous because of its legendary connection with Zhou Zhaowang, so that as a main geographical feature, the area where it is located has been named Xiangtan County since the Tang Dynasty.
Originally some distance south of the present city site, it was moved to its present site in 749 and has remained a county under the same name ever since, except for a brief interval in the 13th and 14th centuries when it became an independent prefecture.
In 1950 the city of Xiangtan was established by separating the administrative seat of the county, along with its surrounding area, from the county proper. Shaoshan, the birthplace of Mao Zedong, located in the northwestern part of the county, was set off initially as a district subordinate to Xiangtan and later (1990) was made a city unto itself.
The old city—the commercial center and port—was located on the west bank of the Xiang River. Since 1949 a major new industrial city has grown up on the east bank.
This includes a large cotton-textile industry and a large electric wire and cable plant as well as an electrical equipment plant that makes a wide range of products. There is also a large iron and steel complex, built in the late 1950s.
Xiangtan remains a commercial center for the agricultural produce of southern and southwestern Hunan.
However, the city has also become the most important base of heavy industry in Hunan, its output of iron and steel, electrical machinery, textiles, and chemicals constituting a significant portion of the province’s total production.
