Maidan Wardak is a province in Afghanistan. It is located in the central part of the country and is bordered by Kabul, Bamyan, Ghazni, and Logar provinces. The province's capital and largest city is Maidan Shar.
Maidan Wardak has a population primarily composed of ethnic Pashtuns, with some Hazaras and Tajiks as well. The province is known for its rugged and mountainous terrain, with the Hindu Kush range running through it. Jan 21: At least 65 killed in Wardak military base, Afghanistan

The Jan 21, 2019 car bomb attack on an intelligence base in Maidan Shahr, Afghanistan (65 killed) was the second such attack on a security services base in less than a week -- in two countries (the other was the Jan 17 attack on a police academy in Bogotá, Colombia by the rebel group National Liberation Army [ELN] that killed 21 people). Both attacks reportedly entailed a vehicle speeding/ramming through security gates/checkpoints.
Based on lessons learned going back to at least the 1983 Hezbollah car bombing in Beirut, Lebanon that killed 241 US military personnel, the basics of mitigating against vehicular attacks should be well known. Technology today even makes it relatively cheap and easy.
A thorough risk assessment is the first step.
