I'm not sure about the rules for each and every place as far as tiny homes or homesteading because the laws and rules are changing constantly. Do your own research about those subjects. This list is about the cheapest places to find land that you probably can do that.
A lot of cheap lands are going to be in Arizona and New Mexico but I found some other places in Alaska, Colorado, and Arkansas too.

EL PASO TEXAS and WHITE SANDS NATIONAL MONUMENT - TRAVEL VLOG

Welcome to El Paso, Texas! This is the westernmost city in Texas where Mexico, New Mexico, and Texas converge along the Rio Grande. It's a bi-cultural city with a thriving commercial economy due to the trading hub with Mexico. In fact, the Ciudad Juárez is directly across the border.

Downtown El Paso is alive with a fun craft brew scene and art district. We visit the Sun City Craft Beer Festival, which has local craft brews from the region, and the exhibits at the free El Paso Art Museum to get a taste of the culture.

We take a side trip an hour and a half north of El Paso to White Sands National Monument to visit the white dunes. Next we visit El Paso's historic mission churches on the Mission Trail. The missions include Ysleta Mission, Socorro Mission and San Elizario Missions dating back to 1682, which are on the National Register of Historic Places.
