We used to hear in our youth days that Kalinga-Apayao was just one province in Northern Luzon. But on Feb. 14, 1995, it split into two independent provinces under Republic Act No. 7878. We are fortunate to visit these two provinces and some towns along the way during our Northern road trip. It was never in my wildest dreams to set foot on those picturesque provinces. I never imagine that Tabuk, the capital of Kalinga, is such a progressive city nowadays and became a component city in 2007. It became well known to local and foreign tourists because of having 10 lanes in the city highways. It boasts having the only boulevard in the North. Aside from being dubbed as the rice granary of the Cordilleras, tourism in this place plays a vital role in its ecomic growth. The most frequented site is the Talama View Deck.
