Bien que les travaux de construction aient duré de 1277 jusqu’à la fin du XVIe siècle, la cathédrale bénéficie d’une remarquable unité tant à l’intérieur qu’à l’extérieur. En effet, le parti général de l’édifice fut fixé dès l’origine. Ce type de plan est attribué à l’architecte Jean Deschamps, qui a mis en pratique dans le Midi les principes de l’architecture gothique définis dans la France du Nord. Le plan et l’élévation de l’édifice permettent d’établir des similitudes entre la cathédrale de Rodez et celles de Clermont-Ferrand dont Jean Deschamps a dirigé la construction entre 1248 et 1265, Narbonne où Jean Deschamps est nommé « magister principalis operis ecclesiae » en 1286, Limoges.
L'aspect sévère de la façade occidentale témoigne de sa vocation défensive : elle est flanquée de deux tours massives qui étaient incorporées aux remparts. Seule « anomalie » à la rigueur flamboyante de l’ensemble : un frontispice classique, placé au faîte de la façade au milieu du XVIe siècle. C'est une miniature de façade à la romaine.
