Bangui est la capitale et la plus grande ville de la République centrafricaine. La population de l'agglomération est estimée à environ 1 145 280 habitants, soit le quart de celle du pays, elle s'étend sur les communes limitrophes de Bégoua au nord, Bimbo à l'ouest et Zongo sur la rive sud de l'Oubangui en République démocratique du Congo.
Géographie
Fleuve Oubangui à Bangui
La ville se situe sur la rive droite de l'Oubangui, qui marque la frontière entre la Centrafrique et la RDC, en face de la ville congolaise de Zongo qui se situe directement sur la rive opposée du fleuve. Les rapides de l'Oubangui, juste en amont de la ville, limitent le transport fluvial des produits commerciaux, ils constituent historiquement un point de rupture de charge pour la navigation à vapeur. La majeure partie de la ville s'étend sur une plaine marécageuse à l'ouest des collines de Gbazabangui qui coupent la localité selon un axe nord-sud. A l'est, sont situés le couloir de Ndrès et les collines de Kassaï.
Climat
Bangui a un climat tropical de savane avec hiver sec (Aw d'après la classification de Köppen)2. La température moyenne annuelle est de 25,9° et la moyenne annuelle de précipitations atteint 1 525 mm, la saison sèche est limitée aux trois mois d'hiver de décembre à février, la période de plus forte pluviosité dure de mai à octobre, la moyenne des précipitations est alors au-dessus de 145 mm mensuels3.
La ville est bordée d’épaisses forêts tropicales humides le long des rives de la rivière. Plusieurs de ses quartiers se trouvent dans des zones basses sujettes à des inondations récurrentes.
Histoire
La ville a été fondée le 26 juin 18894 dans la colonie française du Haut-Oubangui. Elle devient le chef-lieu de l'Oubangui-Chari, subdivision de l'Afrique-Équatoriale française à partir de 1910.
Nommée ainsi par le nom de ces rapides, la ville a grandi grâce à la proximité d'un poste militaire français situé sur le fleuve Oubangui. Bangui servait de centre d'administration à l'époque coloniale et continue toujours d'être le centre administratif de la République centrafricaine.
En mars 1981 ont eu lieu à Bangui les premières élections présidentielles pluralistes à la suite de l'Opération Caban menée par les Français, qui avait déposé l'empereur Bokassa Ier, le remplaçant par son cousin et prédécesseur David Dacko. Les résultats de ces élections, contestées par ses opposants, ont paralysé la ville de Bangui, conduisant le président à déclarer l’état de siège.
Le 1er septembre 1981, le chef d’état major de l’armée, le général d’armée André Kolingba s’empare du pouvoir de l’état, suspend la constitution et met en place le « Comité Militaire de Redressement National » (CMRN), censé restaurer le pouvoir de l’état, mais instaure de fait une dictature militaire.
À la suite du discours de La Baule prononcé le 20 juin 1990 par le président français François Mitterrand au sommet France-Afrique se tenant dans cette ville, et appelant les états africains à s’ouvrir au pluralisme démocratique, des élections présidentielles furent organisées en 1992 puis annulées. Une transition politique maintenant le président Kolingba au pouvoir avec un premier ministre issu de l’opposition géra Les affaires courantes jusqu’à aux élections de septembre 1993 qui virent l’élection d’Ange Felix Patassé, ancien premier ministre de l’ex-empereur Bokassa et opposant historique, président du Mouvement de Libération du Peuple Centrafricain (MLPC), parti d’opposition longtemps interdit.
En mai 1996, environ 200 soldats de la république centrafricaine se sont mutinés dans la ville de Bangui, exigeant des arriérés de salaires et la démission d'Ange-Félix Patassé. Dans la foulée, les militaires mutins ont pillé et tué plus de 50 personnes (information à vérifier, confirmer). À la suite de cela, des troupes françaises stationnées dans le pays ont réprimé la rébellion et Restauré le pouvoir du président Patassé.
Une deuxième mutinerie militaire a éclaté peu de temps après, conduisant le président Patassé a annoncer un gouvernement d'union nationale, en nommant le professeur Jean-Paul Ngoupandé, précédemment ambassadeur de la RCA en France, au poste de premier ministre le 6 juin 1996.
En mars 2003, le général François Bozizé, ancien chef d’état major et beau-frère du président, a pris le pouvoir par un coup d'État mettant fin à la présidence de Patassé. La situation dans la ville, parfois surnommée « République de Bangui » s'est depuis améliorée.
Début 2013, lors de la prise de pouvoir par Michel Djotodia, les troupes de la Seleka entrent dans Bangui le 23 mars 20135, les affrontements font plusieurs dizaines de morts entre les troupes de sécurité sud-africaines et les miliciens.
