BHUTAN - Hapiness Before Economy

Life in Bhutan can be excitingly different. Imagine how it feels to wake up in the morning to the sound of monks chanting prayers and drumming their gongs during countless traditional pujas running up the steep Himalayan mountain slopes under colorful prayer flags hung between trees in the lush natural landscape! Just think of the sight of the expanse of forests and mountains that surrounded the country's capital city, Thimphu. These and many more uniqueness are what you will witness when you visit Bhutan.
The Himalayan kingdom is best renowned for its philosophy of Gross National Happiness, or GNH. But, what exactly is GNH? Are Bhutanese actually the happiest and most excited people on the planet? What makes the citizens of this country happy?
What is GNH?
The concept of GNI was conceived and born during the reign of Bhutan's fourth monarch, Jigme Singye Wangchuck. He was a very respected ruler that the Bhutanese held and still hold in high regard. The single most important thing on his mind was how all of his subjects, the citizens of his country would be happy. He vowed that Bhutan will pursue happiness with all it had.
En route toward development, the monarch, instead of choosing to evaluate progress only by the increase in Gross Domestic Product (GDP), decided that Gross National Happiness (GNH) would be employed. This forward-thinking leader understood that GDP did not take into consideration the fundamental aim that every human being seeks: happiness.
That’s how GNH became a development philosophy in Bhutan. Up till now, the Bhutanese happiness is still tied to the idea of Jigme Singye Wangchuck, and the new generation of Bhutanese still hold this progressive leader in deference for his numerous progressive initiatives as monarch.
What Does the Pursuit of Pleasure Entail?
The English musician and world-renown peace activist, John Winston Ono Lennon, captured the essence of the subject, as well as the conflicts that surround it when he wrote: “When I was 5 years old, my mother always told me that happiness was the key to life. When I went to school, they asked me what I wanted to be when I grew up. I wrote down ‘happy’. They told me I didn’t understand the assignment, and I told them they didn’t understand life.”
Naturally, understanding and measuring happy and “happiness” is a difficult thing to achieve. What is difficult to understand will surely be tough to quantify. Yet, some 5 decades ago, a lot of efforts have been made to move Gross National Happiness from being a development philosophy to a core component of Bhutan’s development strategy. This is all about seeking to strike a balance between GNH’s four foundational pillars, namely sustainable and equitable socio-economic development, conservation of the environment, preservation and promotion of culture, and good governance. Bhutan, despite having one of the world's smallest economies, has shown the world how this can be achieved when good leadership is provided.

Truthfully, I have never witnessed happier human beings than right here, in this lovely country called BHUTAN.

Instead of using GDP to measure their country’s wealth and prosperity, they use GNH - GROSS NATIONAL HAPPINESS. (Seriously, this is not a joke!!!)

The 4 pillars of GNH are:
- Sustainable development
- Environmental protection
- Cultural preservation
- Good governance

Together, these 4 pillars have been ingrained in Bhutanese society since 1974, when King Jigme Singye Wangchuck created it. GNH has revolutionized the way in which this country operates, going far beyond happiness of its people. It has led to Bhutan becoming one of the greenest countries in the world and a global leader in sustainability. It's the ONLY country to have negative carbon emissions. This means that its forests absorb more carbon dioxide each year than its sources of pollution (factories) give out. How amazing is that?

There is so much to admire about Bhutan, and it all stems from Gross National Happiness.

Traveling to Bhutan was always a dream for me because Bhutan is a country that has given up the traditional development metric- GDP to give way to Gross National Happiness (or GNH) as the means to measure its development. It values human development indices more than other materialistic developments. A few days back, I happened to be traveling on the roads of Bhutan to explore this and this film is what I came back with. This is a music-based cinematic film, that I always wanted to create.

BHUTAN | Beautiful Destinations

There’s a place on earth, perhaps one of the last, where nature and humans exist as one; the government prioritizes happiness, and conservation of the land and wildlife is so important, laws are in place to protect it. Welcome to Bhutan, the last great “Shangri-La,” the last great oasis.

Entering into the grounds of Bhutan is like traversing into a dream. Time seems to slow. The wind breathes through the Himalayas, through the torn prayer-flags lining the high passes, and out through the breaths of chanting monks. Tigers creep through the backcountry, black-necked cranes glide above; the slow crawl of traffic weaves through one designated lane. Everything lives in one harmonious existence. This is a nation with people who welcome you like family. And for those fortunate enough to visit, it will feel like coming home.

ON THE KINGDOM OF BHUTAN
Landlocked by China, Tibet, and India, the Buddhist Kingdom of Bhutan finds its home nestled on the eastern edge of the Himalayas. The country is known for its dramatic and varying landscapes — vast forests, sweeping valleys, and snowy mountains — which span an area of almost 40,000 square kilometers. Ancient dzongs (fortresses) and ornamental monasteries, including that of the cliff-hanging Tiger’s Nest, are also stunning and well-known fixtures of the country. Culture, sustainability, and deeply-rooted consciousness are prominent values that cling to every aspect of the country and day-to-day life here.

ON THE COUNTRY'S ENVIRONMENTAL CONSCIOUSNESS
Bhutan's devotion to the environment lies at the root of everything. In 2008, the country created a constitution establishing that a minimum of sixty percent of the country’s land must always be covered by forests. Currently, more than seventy percent of the area is forested. Protection efforts extend to the land’s inhabitants as well; laws are in place making it illegal to hunt or trap wildlife. Thanks to these protections, red pandas, tigers, and almost 800 species of birds can thrive in Bhutan's rich biodiversity. As a result of these conservation endeavors, Bhutan is the only carbon-negative country in the world, meaning that it absorbs more carbon than it produces — four times more, in fact.

ON BEING THE HAPPIEST COUNTRY IN THE WORLD
Bhutan is considered the “happiest country” in the world, based off an economic principle known as “Gross National Happiness” (GNH). The term was first coined in 1972 by the fourth king of Bhutan who wanted to ensure that the Bhutanese quality of life was given the same importance as the country's increasing development and growing economy.

So how do you measure happiness? The government surveys nine domains — categories that encompass wellbeing, culture, environment, education, and good governance — every few years and a single number, derived from further sub-indexes and indicators, is calculated based on the results. One incredible outcome of GNH is it shows that true, sustaining happiness is created by a sense of purpose. And while this index may only seem like data, it represents a set of values that guide citizens in their daily lives and the government in its policies. Other governing entities, like the U.N., have even begun to look to Bhutan to adapt some of its practices.

ON SUSTAINABLE TRAVEL (TO AND WITHIN THE COUNTRY)
Visitors are required to apply for a visa and book their travel through a tourism agency sponsored by the government. There is a $200 minimum visa fee per day which covers all costs including meals, accommodations, transport within the country, and a licensed Bhutanese tour guide.While some travelers may not be fond of being with a guide at all times, many find they prefer it. These highly equipped guides can set up excursions based on specific interests — hiking, food, culture, conservation, art — allowing visitors to craft more meaningful itineraries and create friendships and cultural exchanges with locals that may not have occurred otherwise. Think of these guides as guardian angels of the country and its guests.

He is also the author of numerous plays, films, radio and TV scripts, an extensive body of corporate and governmental writing, innumerable magazine articles, and 17 books. A former columnist with the Toronto Globe and Mail and the Halifax Sunday Herald, Dr. Cameron has also been a faculty member, administrator or writer-in-residence at eight universities. Among his many awards and honours are two honorary doctorates.

GNH is based on the belief that since happiness is the ultimate desire of every citizen, it must be the purpose of development to create the enabling conditions for happiness.
How is GNH being Operationalized?
Bhutan's journey with GNH began more than four decades ago and more elaborate and precise metrics to measure GNH has been underway since 2008.
- Gross National Happiness Commission (GNHC) was created to mainstream GNH.
- GNH indicators and Policy Selection Tools were developed.
- The GNH survey is carried out every two years to assess our journey toward GNH.
What is GNH Index?
A composite statistic to measure Bhutan's progress in enhancing the happiness of the people based on a holistic framework made up of 9 domains and 33 indicators.
The GNH Index, its domains, and indicators will be used to guide Bhutan's development :
- Draw attention to areas that need to be addressed, the basis for resource allocation, etc.
- mainstream GNH into new policies & plans by screening the policies using the Policy Screening Tools (PST).
