L'île de loisirs forme une seule entité réparti sur deux sites. Le site de Vaires est situé sur la commune de Vaires-sur-Marne et de Chelles. Le site de Torcy est sur la commune de Torcy sur le territoire de la ville nouvelle de Marne-la-Vallée.
Les deux sites sont reliés par une piste cyclable en site propre :
- Torcy avec 150 ha répartis autour de deux plans d'eau (dont l'espace baignade), un golf et un poney club.
- Vaires avec 200 ha comprenant le Stade Nautique Olympique avec son stade d’eaux-vives et un plan d'eau de 90 ha où se pratiquent l’aviron, le canoë-kayak et la voile, un pôle hébergement ainsi qu’un complexe sportif raquette et fitness.
Elle dispose de trois entrées automobiles et six entrées piétons. 1 000 places de stationnement automobile y sont proposés.

Description
The Base de Loisirs de Cergy-Pontoise is located only half an hour from the capital, set in a natural environment of 250 hectares. Families come here to walk, get some fresh air and have fun at the beach and the circus school, where there are lots of games for children. You can even go fishing! Whether you are into sport or just after some excitement, there are so many activities that it's hard to choose: adventure trail, zorbing, wakeboarding, rafting, surfing, sailing ... A summer holiday just outside Paris!

Un homme de 28 ans a été tué par arme à feu, ce mardi, à Torcy. La victime a été prise pour cible vers 13 heures, rue Charles-Baudelaire, non loin d’une école. La police judiciaire de Meaux a été saisie de l’enquête.
Le Parisien
Les pompiers sont intervenus à 13h pour prendre en charge le jeune homme, blessé par balles et en arrêt cardio-respiratoire. Il est décédé des suites de ses blessures, selon une source policière.
D'après les témoins qui ont appelé les secours, plusieurs personnes avaient pris la fuite après les faits. Une arme a été retrouvée à proximité de la victime.
